The case study

Context

The National Transport Authority recognised that the demands placed on senior leaders were changing. While participants brought significant technical expertise and operational experience, the organisation wanted to strengthen strategic thinking, organisational leadership and the ability to lead effectively within an increasingly complex public service environment.

Working as part of a multidisciplinary delivery team, H-Suite contributed to the design and delivery of a bespoke leadership development programme that combined facilitated learning, executive coaching and workplace application. The programme was designed to help experienced leaders develop the confidence, judgement and practical capability required to lead beyond their own functional responsibilities while supporting organisational performance and long-term capability development.

The Challenge

Leadership within the public sector increasingly requires individuals to balance operational delivery with strategic thinking, stakeholder engagement and organisational leadership. Participants were highly experienced professionals, yet many were navigating increasingly complex environments characterised by competing priorities, significant change and growing organisational expectations.

The challenge was not simply to provide leadership training, but to create opportunities for leaders to step back from day-to-day operational pressures, strengthen their strategic perspective and develop practical approaches to leading people, managing performance and influencing organisational outcomes.

Our Perspective

At H-Suite we believe leadership capability is developed through reflection, practical application and honest conversation rather than classroom instruction alone.

Our role was to create an environment where experienced leaders could explore real organisational challenges, challenge their own assumptions and strengthen the confidence to lead through influence rather than hierarchy.

Rather than treating strategic thinking, coaching, workforce planning or inclusion as separate topics, we approached leadership as an integrated capability. Better organisational performance comes from leaders who think strategically, develop others effectively, make thoughtful people decisions and create environments where individuals can perform at their best.

How We Worked

H-Suite contributed to the programme through a combination of facilitated workshops, executive coaching and practical workplace application.

Our contribution included the design and delivery of modules covering Strategic Thinking & Planning, Workforce Planning & Recruitment, Coaching for Managers, and Diversity, Equality & Inclusion. Alongside this, Liz Kingston delivered the Employment Legislation module, ensuring participants developed a practical understanding of the legal responsibilities that underpin effective people management.

The Strategic Thinking module introduced practical approaches to organisational planning, including Objectives and Key Results (OKRs), helping participants connect organisational priorities with measurable action and everyday leadership decisions.

The Workforce Planning & Recruitment module explored competency-based recruitment, capability-focused workforce planning and the importance of making people decisions that support long-term organisational performance rather than short-term operational needs.

The Coaching for Managers module encouraged participants to move beyond directing performance towards developing capability through coaching conversations, reflective questioning and constructive feedback. Rather than positioning coaching as a separate management technique, it was presented as an everyday leadership capability that strengthens accountability, ownership and professional growth.

Within the Diversity, Equality & Inclusion module, participants explored how inclusive leadership contributes to stronger organisational performance, improved decision-making and healthier workplace cultures. Practical discussion focused on creating environments where diversity of thought could flourish while maintaining fairness, accountability and respect.

A significant element of the programme also involved one-to-one executive coaching. Working individually with many of the participating senior leaders created trusted relationships where participants could explore complex leadership challenges in confidence. These coaching conversations frequently focused on organisational boundaries, managing competing priorities, preventing burnout, developing resilience, navigating stakeholder complexity and recognising where leaders could most effectively exercise influence. The coaching enabled participants to translate programme learning into practical action within their own organisational context.

What Changed

Participant feedback consistently demonstrated that the programme strengthened both strategic understanding and practical leadership capability.

Many participants identified Objectives and Key Results (OKRs) as an entirely new approach to strategic planning, highlighting greater understanding of organisational goal-setting, strategic alignment and performance measurement. Others described feeling more empowered to contribute ideas, recognising that strategy is created through leadership at every level rather than solely by senior executives.

Within the Workforce Planning & Recruitment module, participants reported increased confidence in competency-based recruitment, capability-focused hiring and making more thoughtful people decisions. Feedback reflected a broader appreciation of workforce planning as a strategic leadership responsibility rather than simply an HR process.

The Coaching for Managers module encouraged leaders to shift from directing performance towards developing capability. Participants increasingly recognised the value of coaching conversations in building accountability, supporting professional development and strengthening team performance.

The Diversity, Equality & Inclusion module challenged participants to view inclusion not simply as a compliance requirement but as a leadership responsibility that contributes directly to organisational effectiveness, innovation and employee engagement.

Perhaps the most significant impact emerged through the executive coaching element of the programme. Working individually with many of the senior leaders enabled participants to explore challenges that would not naturally surface within a group environment. Coaching conversations frequently centred on maintaining healthy professional boundaries, managing organisational pressure, preventing burnout, balancing competing demands and leading with greater confidence within the parameters of complex public sector roles.

Participant evaluations consistently highlighted the practical nature of the programme, the quality of facilitated discussion and the immediate relevance of the learning to their own leadership responsibilities. Many participants specifically referenced the value of practical frameworks, real-world examples and the opportunity to apply learning directly within their own organisational context, with several expressing a desire for continued coaching and implementation support.

Why This Mattered

Leadership development is most valuable when it changes how people think rather than simply increasing what they know.

This programme helped experienced public sector leaders develop greater strategic perspective, stronger coaching capability and increased confidence in leading people through complexity. By combining facilitated learning with executive coaching and practical workplace application, participants were able to strengthen both individual leadership capability and their wider contribution to organisational performance.

Reflection

Reflection

One of the strongest insights from this programme was that experienced leaders rarely need more information. What they often need is the opportunity to think more clearly about the role they play within the wider organisation.

By combining strategic thinking, executive coaching and practical leadership development, the programme created the space for leaders to move beyond operational problem-solving towards more intentional, thoughtful and sustainable leadership. In our experience, this is where lasting organisational change begins—not with new models or processes, but with leaders who think differently about the people, systems and organisations they influence every day.
